Technical Requirements Flow
Technical requirements flow is a two way street. The requirements must flow down from the prime level to every level of the supply chain. Too often, the emphasis is placed only on this singular direction. However, equally critical is the flow up of requirements understanding and actual results from within the supply chain.
Whether it is a technical data package from a military logistics organization or a request for quote from a prime contractor, technical requirements take the form of drawings, notes, and specifications. This package must then be interpreted by the supplier, with abstract technical requirements ultimately translated into usable hardware. Even a minor flaw anywhere in this process can lead to delays, increased cost, and in the worst case, quality escapes.

The aerospace industry has placed substantial emphasis on the understanding of products at the characteristic level. Aerospace Standards AS9102 (First Article Inspections) and AS9103 (Variation Management of Key Characteristics) mandate a level of depth and detail that go far beyond even the requirements of ISO to be compliant. Moreover, there is a need to reconcile the first article requirements of the Federal Acquisition Regulation (FAR 9.308).
